In my case the Play Store advices me to here: https://developer.android.com/platform/technology/app-bundle
I cannot go further to Google Betatest while the warning says "not optimized APK".

you have to turn every grey checkmark in the Google Play Console sidebar to green with providing the necessary information inside of each point.
