Disable publish to server

I am making a private application that needs to run on a few company devices. However, to create the APK bundle, I have to make a public app as well? Can I un-publish it immediately afterwards? Why is there no privacy while publishing? Even if my app was inteded for public use, if I wanted to test some features locally, it would immediately push all changes to the cloud. This needs to be addressed.

you an host your own app as described here https://docs.expo.io/versions/v35.0.0/distribution/hosting-your-app/

It looks like this feature request should be renamed to reflect the focus on _privately_ hosted apps (rather than unhosted apps)? Or does the feature in progress include some self-contained bundling with no server component?

I'm also wondering what the relationship between this and this other feature request might be. https://expo.canny.io/feature-requests/p/self-hosted-remote-js-bundle--assets

we're working on making it possible to host your expo apps wherever you want

Hello Micah! It sounds like in it's current state Expo might not be a good fit for you. The most privacy that we can give you for a published application is for it to be published with "unlisted" settings -- this way only people who know the URL can open it. We do plan on implementing "private" as some point in the future -- this would allow you to lock the app to only certain people who have been given permission.
As for not publishing to server at all, unfortunately this isn't how Expo works right now either and we don't have immediate plans for supporting it. You will have to use React Native without Expo, or some other tool. Of course, people are welcome to upvote this feature if it's important and we will certainly listen!
